Abstract: In 2014, UNICEF Romania commissioned a study on the individual educational returns in Romania. Several surveys on households and labour were analysed. This work completes the calculation of individual education returns using the Mincer model. Estimates of authors are very close to the calculations made by other researchers. Educational yields are slightly after 1989. They are higher for the Roma minority, married people, urban, Bucharest and industry. The marginal yield per year of earnings education is 8.8% according to SILC data (2012). Each additional school year reduces the probability of poor health or chronic illness by 8.2%. Non-cognitive skills can be increasingly taken into account in the calculation of returns and educational policies. Yields can be improved by better matching the training offer to the labour market, noting the competitive nature of wages in the public sector. The migration of Romanian workers into the European Union and its effects on educational returns should be better studied. Some technical recommendations are formulated, in particular to improve statistics on the Roma population and its relationship with school. Some investment priorities in education are proposed, taking into account returns and taking into account the reduction of inequalities in access to education.

Abstract: This article represents an attempt to identify and assess various external and internal factors that play a crucial role in foreign language learning and how formal and informal instruction contributes to the development of learners’ communicative competence. The main questions we are trying to answer refer to why students do not always succeed in becoming proficient in English, despite the many hours of study and the teachers’ efforts to use extensively authentic materials and up-to-date methods and techniques.

Abstract: In 2014, the Institute of Educational Sciences of Bucharest has proposed to make a qualitative research on the NEETs issues in Romania, based on a qualitative investigative approach. This approach involved the development and operationalization of indicators and key concepts, including NEETs category. The analysis of the studies, investigations and policy papers, and field research, have brought to light the very serious problems facing this vulnerable category of population. This article presents some of the conclusions of this research.

THE MINDSET CONTRIBUTION TO FACILITATE AND UNDERMINE STUDENTS’ LEARNING | Lucian VOINEA

Abstract: The present article shows the students’ mindset influence on their learning motivation. Our presentation is based on results of the research made by psychologist Carol Dweck. The two theories that frame the mindset approach are: persons’ attributions regarding learning success or failure and persons’ implicit theories regarding ability or intelligence – fixed or incrementalist. We will show the role that the mindset has in a persons’ choice of a learning scope (performance or learning/task mastery) and bring into the forefront the effects the mindset has on students’ affect, cognition and behavior when they are facing challenging or difficult tasks, highlighting the adaptative or maladaptative character of their answer.

Abstract: The concept of competence in science education is in the midst of individual and collective performance. The complexity of the activity of running school has found a certain specific of its management that is materialized in two dimensions of the school activity: the variety of categories of staff and the interpersonal relationship, culture and work climate. All these result in the formation and development of a set of skills specific to the managerial field and necessary to the director of school in performing different roles sprung from this activity. The article aims to highlight the fact that the educational system is a positive association bet between managerial competencies and the performance of management improvement of managerial skills is an imperative for a performance management in pre university education and beyond.

LIFELONG LEARNING POLICIES IN THE CONTEXT OF GLOBALIZATION AT INTERNATIONAL REGIONAL AND NATIONAL LEVELS. AN EXAMPLE OF ACADEMIC RESEARCH AND SCIENTIFIC ANALYSIS | Mihaela RUŞITORU

Abstract: Lifelong learning policies are currently at the heart of national, European and international debates. In a context of permanent and rapid Europeanization and globalization, a major interplay occurs: How are education policies nowadays built? In this article, the issue is addressed in a triple register of hypotheses: on an international scale, education policies are correlated with the meaning assigned to the concept of “lifelong learning”; the European Union is aiming for a single and shared education policy for all Member States; in Romania, the educational policies had to face obstacles related to the political and economic instability and the mimicry of the Romanian political decision-makers. In order to verify the research assumptions, I undertook a qualitative-thematic analysis based on semi-direct interviews with officials and policy-makers from international organizations, the European Union and Romania. The research findings confirmed the three working hypotheses, bringing original elements in the debate about lifelong learning policies. This article briefly returns to the Romanian public the main stages of this vast research.

Abstract: This paper presents the most important forms of evaluation. To improve the system of evaluation we need to create a better bound between students and professors, the most important questions which must take into account by the teachers are numerous such as: What do we evaluate?, With what purpose we evaluate?, Who do we evaluate?, How do we evaluate?, When do we evaluate? and the most important is WITH WHAT DO WE EVALUATE? The evaluation represents a managerial action its own social human systems that require the reporting of the obtained results into a certain activity to a specific criteria set of the domain in making the optimal decision. The evaluation is the process aimed at measuring and to the value results of the education system or part of it, the effectiveness of resources, conditions and operations used in the activity in order to improve the decision-making of the activities. The main idea of this article is that professors must find the most effective solutions in the evaluation process of students. Students must receive explanations regarding the role that they have in today’s society, what they can do for a better society and to create new bridges crossing a heavy stage of their lives that is adult stage.

Abstract: In this paper we intend to present the results of the research project entitled „Mentoring Program for school heads of pre-university educational units” (P. Blendea, ed., Institute of Educational Sciences, 2014). In the upper mentioned paper we aimed to determine if school heads believe that it is appropriate to introduce a mentoring program. We analyzed the training of teaching staff for the Office of the school head, have established awareness of the skills necessary for a school head and we have studied the extent to which the subjects know the best ways by which are trained the core competencies of the school head.
